- ★ ☆ ☆ ☆ ☆Fortunately I have no experience with them.. I am from Kansas. I just read an article about how these people put a dog, Capone, down with no time for his owners to find and get him. As I understand. Capone had on a collar or harness, pretty much a sign of owners, usually. If this account is true, there should be an investigation.
